Museveni orders compensation of Lakwena war victims in Luuka

President Museveni, flanked by Maama Janet Museveni, matching to address supporters at Luuka Saza Grounds, where he ordered compensation for uncompensated Lakwena war victims.

Luuka, Uganda: President Yoweri Museveni has directed the Ministry for the Presidency to work with the Attorney General to compensate victims of the Lakwena insurgency who were never paid by the government despite registering losses during the rebellion.

Addressing NRM supporters at Luuka Saza Grounds on Thursday, Mr Museveni, who is also the NRM chairman and presidential flag bearer, said the government must finally resolve the long-standing grievance.

“I have heard the issues raised, including the one of uncompensated Lakwena victims. I now direct the Minister for Presidency to work with the Attorney General to solve that problem,” Museveni said.

The directive followed a presentation by Luuka District NRM Chairperson and Luuka South MP Kisa Stephen, who listed unresolved compensation cases among the district’s priority concerns.

Museveni, who arrived at the rally at 12:05 pm accompanied by First Lady Janet Kataaha Museveni, was received by First National Vice Chairperson Al-hajj Moses Kigongo and First Deputy Prime Minister Rebecca Kadaga, among other senior NRM leaders.

The President also announced that several Health Centre IIs in Luuka District will be upgraded to Health Centre IIIs, including Busalamu, Bulanga and Kalyowa in Kyanvuma Town Council.

However, he said upgrading Kiyunga Health Centre IV to district hospital level would not be possible immediately under the current health infrastructure plan.

Roads: Iganga–Luuka–Kamuli Takes Priority

Residents had pleaded for the Buwenge–Luzinga–Lambala–Kaliro road to be tarmacked, but Museveni said the government’s first priority would be the Iganga–Luuka–Kamuli road, which is already in the plan.

“The big project is the road from Iganga through Luuka to Kamuli. The Luzinga–Lambala–Nakabugu–Kaliro road will be handled in the future,” he said.

Museveni emphasized the NRM’s achievements in peace, development, wealth creation and job creation, highlighting the four-acre model and government empowerment programmes as key drivers for transforming rural households.

He also praised private sector-led industrial growth, saying factory jobs have now surpassed 1.3 million nationwide.

Janet Museveni: ‘Protect What Has Been Built’

First Lady Janet Kataaha Museveni told supporters that Uganda’s progress in education, roads and other infrastructure should be protected by voting NRM back into office.

MP Kisa Stephen asked government to revise the SAGE senior citizens’ grant from 80 years to 65 years, saying many elderly people die before qualifying. He also appealed for the splitting of oversized parishes to make PDM funds more effective and said Luuka would deliver a landslide victory for Museveni in 2026.

Similarly, the NRM 1st National Vice Chairman, Al-hajj Moses Kigongo, urged NRM mobilizers to maintain peace and unity, saying discipline would be key in securing an overwhelming victory.

The rally was attended by 1st Deputy Prime Minister and Minister for East Africa, Hon Rebecca Alitwala Kadaga, Minister for Presidency Milly Babalanda, former Vice President Dr Specioza Wandera Kazibwe, Eastern Region NRM Vice Chairperson Calvin Echodu, and several district leaders.
