Kampala, Uganda: President Yoweri Kaguta Museveni has pardoned at least 143 inmates convicted of petty offences following recommendations from the Prerogative of Mercy Committee, the Uganda Prisons Service has confirmed.
Prisons spokesperson Frank Baine announced the development on Wednesday, noting that the pardon was granted under Article 121(4)(a) of the 1995 Constitution after a review of eligible convicts.
“In accordance with Article 121 (4)(a) of the 1995 Republic of Uganda Constitution, and on the recommendation of the Prerogative of Mercy Committee, His Excellency the President has granted pardon to a total of 143 petty convicts,” Mr Baine said.
The pardoned inmates, according to the spokesperson, were serving sentences for cases such as manslaughter, theft, housebreaking, unlawful possession of wildlife species, burglary, drug possession, assault, reckless driving causing death, malicious damage, and obtaining money by false pretence, among other minor offences.
He added the pardon was issued on public health and humanitarian grounds, especially for convicts with limited sentences or special circumstances. He added that internal processes to release the inmates are already underway.
