Kapelebyong, Uganda: Kapelebyong District, in partnership with the Uganda Bureau of Statistics (UBOS), has launched a district-wide data collection exercise under the State of the Parish Economy and Assets Register (SPEAR), aimed at generating reliable information to guide local economic planning and service delivery.
The exercise, which began recently and will run until November 21, 2025, seeks to capture critical data on agriculture, business activity, education, health, and community challenges to build an accurate picture of the parish economy.
The information is being gathered by parish chiefs, community development officers, and departmental heads, some of whom will interact with local focus groups comprising LC1 chairpersons, women and youth representatives, PWDs, opinion leaders, and cultural leaders.
During a training session at the Kapelebyong District headquarters, Principal Commercial Officer Mr. Okello Xavier Francis warned officers against fabricating information, stressing the importance of professionalism throughout the process.
“Please don’t forge data. This data has to be validated by the local council one leader to ensure its authenticity,” he said.
Ag. District Planner Mrs Aujo Philomena urged parish chiefs to prioritise accuracy and urgency, noting that the quality of the collected information is crucial for district planning. “Treat this exercise with the matter of urgency. It is critical to have quality data,” she emphasised.
The records gathered under SPEAR will form a key foundation for preparing and submitting budget framework papers for local governments, reinforcing the significance of the initiative.
To improve efficiency and minimise errors, the teams will use Computer-Assisted Personal Interviewing (CAPI) technology to collect responses directly from community members.
The SPEAR initiative represents a proactive effort to enhance evidence-based decision-making in Kapelebyong District, enabling leaders to identify gaps, allocate resources effectively, and implement targeted development programmes.
