Luuka, Uganda: President Yoweri Kaguta Museveni has reaffirmed the National Resistance Movement (NRM)’s commitment to expanding social services and correcting gaps in education distribution, directing leaders to strictly enforce the long-standing policy of ensuring at least one government primary school per parish.
The President, accompanied by the First Lady and Minister of Education and Sports, Maama Janet Museveni, made the remarks during a campaign rally at Luuka District Headquarters while presenting the NRM manifesto for 2026–2031.
Museveni outlined what he described as the seven major contributions of NRM over the past 40 years, beginning with the restoration of peace. “You heard people talking about the Lakwena victims; that meant war. When I was here, much of the time I was in fighting, but now all those wars ended. And that’s NRM’s first contribution to Uganda,” he said.
He directed the Minister for the Presidency and the Attorney General to quickly resolve pending gratuity concerns for victims of the Lakwena insurgency, following a cleaned-up list of beneficiaries submitted to State House.
On development, Museveni noted that Luuka District has 89 government primary schools and seven government secondary schools but lamented the uneven school-to-parish distribution.
“You already have 89 government primary schools, more than the 64 parishes, but you still have 26 parishes without any government primary school,” he said. “Please, in future, be strict on this. Don’t put more primary schools in one parish before all of them have got.”
The President listed ongoing improvements in health, including existing HCIV and HCIIIs across the district, and announced upgrades for Busalamu, Bulaga, and Kalyowa health centres to HCIII level.
On water access, he reported that 187 out of 305 rural villages in Luuka have safe water coverage (62%). He emphasized the importance of completing key infrastructure such as the Iganga–Bulopa–Kamuli road.
Discussing wealth creation, Museveni highlighted the four-acre model and called on households to embrace PDM to escape poverty. He explained that government jobs stand at 480,000 while factories now employ over 1.3 million people, underlining the link between industrialisation and job creation.
The President handed over NRM flags to parliamentary, district, and sub-county flag bearers, urging unity and discipline ahead of the elections.
Maama Janet Museveni encouraged residents to support NRM to sustain development, reminding them that government remains committed to providing free education.
“It is right and good to vote for NRM so that it can continue to build this country,” she said.
Luuka District NRM Chairperson Hon. Stephen Kisa thanked government for progress under UPE, USE and the long-awaited upgrade of the Iganga–Luuka–Bulopa–Kamuli road. He requested additional support for renovations in aging primary schools and raised concerns regarding sugarcane farmers, including unresolved waste-management fees and poor responsiveness by the Sugar Council.
He also reminded the President of his pledge to build a palace for the Chiefdom of Tabingwa, whose land hosts the district headquarters, and requested that donated land for a regional sports stadium be considered for development.
Museveni assured the district that the pending issues will be addressed.
