Kabale, Uganda: President Yoweri Museveni on Monday told residents of Kabale Municipality that poverty will persist in households unless families deliberately embrace wealth creation, regardless of the development government brings in roads, electricity and other infrastructure.
Speaking at the rally held at Kigezi High Primary School playground on Tuesday evening, Museveni reminded the people of Kabale that development must begin at the household level for families to fully benefit from national progress.
“You can have roads and electricity everywhere, but if you do not create your own wealth, poverty will stay at your doorstep,” he said.
Museveni referenced his long history with the region, noting that Kabale had tarmac roads as early as the 1950s, yet poverty remained. “The solution is to prioritise the fight against poverty at the household level. This is the gospel we started in the 1960s with the Rugundas here in Kabale,” he said.

The President said government introduced initiatives such as the Parish Development Model (PDM) and Emyooga to help households start income-generating activities and grow small enterprises into stable wealth.
“We send funds like PDM and Emyooga to help families begin the journey of wealth creation. Wealth creates jobs and attracts industries, which create even more jobs,” he said.
Museveni said this remains a core part of the NRM’s vision as the party seeks a renewed mandate in the upcoming elections. “This is the NRM vision, and it is why we seek your renewed mandate, together with the other six points I will share at the press briefing tomorrow,” he said.
