Prof Lawrence Muganga named on Uganda’s first-ever national AI taskforce

The National AI Taskforce is expected to produce strategic, technical and policy recommendations for a comprehensive AI governance framework.

Kampala, Uganda: The Ministry of ICT and National Guidance has appointed Victoria University Vice Chancellor Prof Dr Lawrence Muganga to Uganda’s inaugural National Artificial Intelligence (AI) Taskforce, marking a significant step in the country’s efforts to shape national AI policy, governance and innovation.

The appointment, announced by Permanent Secretary Dr Aminah Zawedde, positions Dr Muganga among a select group of experts tasked with guiding Uganda’s AI future as the country moves to adopt emerging technologies while ensuring ethical safeguards.

Dr Muganga, an education reform advocate with academic roots at the University of Alberta in Canada, has distinguished himself through his promotion of practical, skills-based learning at Victoria University. Under his leadership, the university has expanded enrolment and strengthened technology-driven programmes.

In a statement, Dr Muganga thanked the Ministry for the trust placed in him, expressing appreciation to Dr Zawedde for convening the task force’s kickoff meeting, as well as ICT Minister Dr Chris Baryomunsi and State Minister Joyce Ssebugwawo for their support.

“This is a pivotal moment for Uganda,” he said. “We must ensure AI adoption and regulation are ethical, inclusive, secure and aligned with global best practices, positioning our nation as a beacon of responsible AI governance across Africa.”

Taskforce Mandate

The National AI Taskforce is expected to produce strategic, technical and policy recommendations for a comprehensive AI governance framework. Its work will also guide innovation across key sectors, including agriculture, education, health, finance and public administration, while addressing concerns such as data privacy, security, misinformation, and algorithmic bias.

The Ministry described the team as an agile and forward-thinking group of professionals selected to steer Uganda’s transition into a knowledge-based digital economy.

Muganga’s appointment comes just over a month after he received the Global Impact Award at the Excellence Awards in Toronto, recognising his contributions to accessible higher education and innovation.
