Hongera Sana: How “Presidential Mobilisation Body” scammed over UGX 800M in fake procurement deal

Hongera Saana Uganda Ltd Executive Director, Muyomba Ashiraf, faces charges related to an alleged UGX 800M procurement fraud.

Investigations have confirmed that Hongera Saana Uganda has no affiliation whatsoever with the Office of the President, contradicting claims made in the forged bid documents.

Kampala, Uganda: The Executive Director of Hongera Saana Uganda Ltd, Muyomba Ashiraf, has been charged before the KCCA Chief Magistrate’s Court over a sophisticated procurement scam that defrauded suppliers of goods worth nearly UGX 800 million.

Muyomba was arraigned through a joint operation involving the State House Anti-Corruption Unit (SHACU), the Office of the Director of Public Prosecutions (ODPP), and the Criminal Investigations Directorate (CID). He faces charges of obtaining goods by false pretence, forgery, and uttering false documents, and has been remanded until December 10, 2025.

According to investigators, between December 2024 and April 2025, Hongera Saana Uganda Ltd—operating from Minister’s Village, Ntinda, in Nakawa Division—fraudulently advertised a bid notice in national newspapers, falsely presenting itself as a Presidential Mobilization Body for Peace and Development under the Office of the President.

Believing the organisation to be legitimate, several suppliers entered contractual agreements and delivered goods worth hundreds of millions. Victims include Ms Nasali Shillo of Kisco International Limited and Mr Kezimbira Isaac of K.K.N Enterprises Limited, who supplied assorted agricultural inputs and relief items estimated at UGX 800 million.

The delivered goods included thousands of kilograms of maize, soya, groundnut, and rice seeds, posho, cooking oil, sugar, mattresses and metallic double-decker beds, and farmate spray pumps, knapsacks

They also supplied print materials including tear drops, branded T-shirts, umbrellas, caps, branded backdrops and display materials

However, after making deliveries to his Ntinda offices, suppliers were allegedly blocked from receiving payment, and repeated follow-ups yielded no results.

Investigations later confirmed that Hongera Saana Uganda Ltd has no affiliation whatsoever with the Office of the President, contradicting claims made in the forged bid documents.

SHACU says the entity deliberately impersonated a government-linked agency to lure suppliers into fraudulent contracts.

About Hongera Saana

Hongera Saana Uganda Ltd emerged publicly in mid-2025, branding itself as a national mobilisation organisation committed to “peace, development, and community transformation.” The group was formally launched in July 2025 at a function held in Nakawa Division, Kampala.

The launch attracted a notable lineup of government and security figures who graced the event in their individual capacities, including a retired senior presidential advisor, a former RDC from the Central Region, local NRM mobilisers, and a senior police community liaison officer from Kampala Metropolitan East. Also present was one of President Museveni’s advisor on Ghetto and Boda Boda riders, whose name this publication has withheld for security reasons.

During the launch, Hongera Saana Uganda Ltd repeatedly presented itself as operating “under the Office of the President,” a claim that appeared to earn it legitimacy among attendees and later among suppliers who encountered its bid advertisements.

The organisation, whose Ntinda offices are manned and protected by army officers, unveiled what it called its “National Community Mobilisation Framework,” and several speakers praised what they believed was a government-backed initiative aimed at strengthening household incomes and promoting peace-building campaigns.

However, investigators from the State House Anti-Corruption Unit have now confirmed that Hongera Saana had no accreditation, registration, or working relationship with the Office of the President, and none of the attending officials had been delegated to represent the Presidency.

The presence of uniformed and former government officials at the launch created an impression of state endorsement—an impression suppliers now say influenced their decision to trust the company’s procurement invitations.

This contradiction between the publicly perceived legitimacy at launch and the official government denial during investigations is now a central element of the case, with prosecutors arguing that the organisation deliberately leveraged the appearance of state proximity to defraud unsuspecting suppliers.

At the time of writing this story, Muyomba, the accused, was still in custody as investigations into the charges slapped against him continue.
