How NRM parish strategy helped sweep away independents in Kaliro ahead of 2026 polls

NRM village mobilisers during a parish-level engagement in Kaliro District as the party intensifies grassroots mobilisation ahead of the 2026 elections.

Kaliro, Uganda: The National Resistance Movement (NRM) has intensified its grip on Kaliro District following the rollout of a parish-based grassroots mobilisation strategy credited with consolidating party support and steadily squeezing out independent political actors ahead of the 2026 General Elections.

The mobilisation drive, introduced by the NRM National Chairman and the party’s Central Executive Committee (CEC), is anchored on structured parish-level engagement. Under the model, each parish deploys 63 NRM village leaders, each tasked to mobilise at least five voters in support of the party and its flag bearers. The approach prioritises face-to-face engagement, message discipline, and community ownership of the campaign.

The exercise officially kicked off on December 4, 2025, and is scheduled to conclude on January 6, 2026. District coordinators report approximately 75 per cent completion, reflecting strong uptake and momentum across villages.

According to Kijampola Samuel, a senior mobiliser and former Bulamogi County LC4 Chairperson, now serving as Kaliro District Coordinator on the Regional Coordinating Team (RCT), the strategy has fundamentally altered the local political terrain.

“This is the best approach. Where will the independents get votes from?” Kijampola said, pointing to widespread village-level pledges in support of Yoweri Kaguta Museveni and NRM candidates across the district’s constituencies.

Preliminary mobilisation assessments indicate strong early support for NRM flag bearers. Sanoni Bwire is polling at an estimated 63 per cent, George Patrick Kasajja at 78 per cent, while Namukuta Brenda, the NRM Woman MP flag bearer, stands at 73 per cent.

Addressing the District Mobilisation Team on December 6, Hon. Sanoni Bwire urged members to remain focused on the party’s 80 per cent target for President Museveni, recalling a period when Kaliro ranked among the top five districts nationally in presidential support.

He said restoring that standing would strengthen the district’s bargaining power for development priorities.

Party officials say the gains are the result of coordinated action by the NRM District Executive Committee, District Council Chairpersons, PLU, Patriotism and ONC coordinators, alongside all party flag bearers, whose unified approach has revitalised party structures and narrowed space for independents.
