Govt releases Shs16.5 Trillion for Q3 spending spree

Government has released Shs16.537 trillion for the third quarter of the 2025/26 financial year to fund wages, debt servicing, infrastructure, health, education and key growth sectors, according to the Ministry of Finance.

Kampala, Uganda: Government of Uganda has released Shs16.537 trillion for the third quarter of the 2025/26 financial year to finance wages, public debt, development programmes and key growth drivers across the economy.

In a statement, the Ministry of Finance, Planning and Economic Development said the funds are intended to “sustain momentum for the realisation of development results envisaged under the tenfold growth strategy, especially those targeting wealth and job creation”.

Treasury operations and public debt absorbed the largest share of the release at Shs7.591 trillion, reflecting government’s debt servicing obligations. Wages and salaries across government were allocated Shs2.175 trillion, while Shs2.898 trillion was released for non-wage recurrent expenditure. Development programmes received Shs514 billion, and external financing accounted for Shs3.277 trillion.

The ministry said all statutory obligations were fully funded, including Shs318.24 billion for pensions and gratuity, Shs91.65 billion for Parliament, Shs28.27 billion for the Judiciary and Shs18.351 billion for the Office of the Auditor General.

Growth sectors funded

To drive economic growth, agro-industrialisation was allocated Shs167 billion, tourism Shs32.8 billion, and mineral-based industrial development—including oil and gas—Shs469.69 billion. Science, technology and innovation received Shs166.15 billion.

Security agencies were also funded to maintain stability, with allocations made to Defence, Police, Prisons, State House, Internal Security Organisation (ISO) and External Security Organisation (ESO).

Infrastructure remained a key priority, with Works and Transport receiving Shs1.34 trillion, while Energy and Mineral Development was allocated Shs468.48 billion.

Social sectors featured prominently in the release. The Ministry of Health received Shs344.67 billion, the National Medical Stores Shs245.52 billion, and public universities Shs107.453 billion.

Local governments were allocated Shs519.866 billion to support service delivery at district and sub-county levels.

The finance ministry said government will “continue to safeguard macroeconomic stability by aligning expenditure with available financing” and pledged transparency and accountability in budget execution.
