UETCL confirms Eng. Richard Matsiko as new CEO

Kampala, Uganda: The Board of Directors of the Uganda Electricity Transmission Company Limited (UETCL) has finally confirmed Richard Matsiko as the substantive Chief Executive Officer, cementing his leadership at the national electricity transmission utility.

The confirmation was announced on Friday, January 30, 2026, following Matsiko’s tenure as Acting CEO, during which he oversaw key operational and strategic functions of the company.

Eng. Matsiko brings over three decades of experience in Uganda’s electricity supply industry. His career began on March 1, 1991, when he joined the former Uganda Electricity Board (UEB) as a Trainee Electrical Engineer.

Over the years, he rose through the professional ranks and later transitioned to UETCL, where he served as a Principal Protection Engineer before assuming senior leadership and executive management roles.

Matisko’s confirmation comes at a critical moment as UETCL implements its Corporate Strategic Plan 2025–2030, which focuses on expanding transmission infrastructure, improving grid reliability, and strengthening regional power interconnections.

Eng. Richard Matsiko is a seasoned power systems engineer with more than three decades of experience in Uganda’s electricity supply industry, rising through the technical ranks to lead the country’s electricity transmission utility.

He began his professional career on March 1, 1991, as a Trainee Electrical Engineer at the former Uganda Electricity Board (UEB), where he gained foundational experience in power generation and network operations during a period of sector reform.

Following the unbundling of the electricity sector, Matsiko transitioned to the Uganda Electricity Transmission Company Limited (UETCL), where he specialised in power system protection, eventually serving as Principal Protection Engineer—a critical role responsible for safeguarding the national grid against faults and system failures.

Known for his deep technical competence and institutional memory, Matsiko steadily rose through UETCL’s management structure, contributing to grid expansion projects, system reliability improvements, and operational stability. His leadership credentials were further tested during his tenure as Acting Chief Executive Officer, where he oversaw day-to-day operations, strategic planning, and coordination with regional power utilities.

As substantive Chief Executive Officer, Matsiko is tasked with implementing UETCL’s Corporate Strategic Plan 2025–2030, focusing on strengthening transmission infrastructure, supporting increased power generation, and positioning Uganda as a regional electricity hub.

His appointment reflects continuity, technical leadership, and confidence in home-grown expertise at a time when Uganda’s power transmission network is central to national development and regional integration.
