Kiryandongo, Uganda: Kiryandongo District Local Government has launched the construction of a Shs482 million modern staff canteen, a project aimed at improving employee welfare and enhancing efficiency in public service delivery.
The facility was unveiled during a launch event attended by senior district leaders and stakeholders. Construction will be undertaken in phases, with the first phase valued at Shs199 million covering the sub-structure, main structure and roofing.
District officials said the phased approach allows for strict quality control while enabling continued progress as resources are mobilised.
According to Anselm Kyaligonza, the Chief Administrative Officer, the project was prioritised after concerns emerged over staff welfare and loss of productive time during lunch hours.
“We recognised that many staff were spending considerable time searching for food during lunch breaks,” Kyaligonza said. “Council therefore approved this canteen project to save time and ensure efficient and effective public service delivery.”
He added that the facility will serve more than just district staff. Once completed, it will also be available for meetings, functions and community activities, expanding its utility to the wider public.
District Chairperson Edith Aliguma Adyeri praised councillors for backing the initiative and approving the budget, noting that staff welfare is directly linked to service delivery.
“When the welfare of staff is improved, their morale and performance rise, and that translates into better services for our people,” Aliguma said.
Deputy Resident District Commissioner Jonathan Akweteireho said the canteen will also help cut operational costs incurred through outsourcing meals and related services during district activities.
“This establishment will reduce the costs associated with external restaurants and service provision,” Akweteireho said.
The project is being funded under the Discretionary Development Equalization Grant (DDEG) from the Ministry of Finance, Planning and Economic Development, a central government financing mechanism supporting local government infrastructure development.
