URSB appoints Mustapher Ntale new Deputy Registrar General

URSB has appointed Mustapher Ntale as Deputy Registrar General – Registries. The Cambridge-trained advocate rises from within the Bureau, bringing years of legal and institutional reform experience to the top registry office.

Kampala, Uganda: The Uganda Registration Services Bureau (URSB) has appointed Mr Mustapher Ntale as the new Deputy Registrar General – Registries, strengthening the agency’s top leadership as it advances institutional reforms.

URSB, in an official communication, described Ntale’s appointment as well-deserved, citing his extensive service and reform-driven leadership across several strategic departments.

Mr. Ntale is an Advocate and holds a Master of Laws (LLM) degree from the University of Cambridge, a Bachelor of Laws (LLB) degree from Makerere University, and a Postgraduate Diploma in Legal Practice from the Law Development Centre.

Before his elevation, Ntale served as Commissioner Legal Services, Commissioner Business Registration, and Director of Insolvency and Receivership at URSB.

During his tenure, he played a central role in steering legal and institutional reforms aimed at strengthening business registration systems, improving regulatory compliance frameworks, and enhancing insolvency and receivership processes.

His leadership contributed to streamlining corporate registration procedures and reinforcing the legal infrastructure that supports Uganda’s commercial ecosystem.

As Deputy Registrar General – Registries, Ntale will oversee core registry functions including business registration, insolvency administration and related regulatory processes that underpin investor confidence and private sector growth.

The appointment comes as URSB continues to advance digitisation initiatives and service delivery reforms designed to improve efficiency, transparency and accessibility of registry services nationwide.

Observers say Ntale’s academic pedigree and institutional experience position him to consolidate ongoing reforms while steering the registries department through a period of technological transition and regulatory strengthening.
