Warder who fatally shot three in Kiboga was first cautioned over WhatsApp use on duty

Moses Anguyo, the prison warder who shot three people dead at Kiboga Central Prisons was reportedly first confronted for using WhatsApp while on duty. Police and UPDF have launched a manhunt as investigations continue into the deadly shooting.

Kiboga, Uganda: Moses Anguyo, the prison warder who shot dead two of his supervisors and the wife of the Officer in Charge at Kiboga Central Prisons, was reportedly first cautioned for chatting on WhatsApp while on duty moments before the deadly gunfire.

Anguyo allegedly opened fire at around 10:00 am on Monday, February 23, 2026, killing three people, including his supervisors, ASP Hope Catherine, the Deputy Officer in Charge; Principal Officer Bright Akishuri, who was in charge of duties; and Ms Sarah Ayebare, the wife of the Officer in Charge, instantly before fleeing the facility.

According to Wamala Regional Police Spokesperson SSP Lameck Kigozi, Hope and Akishuri were conducting routine inspection when they reportedly found Anguyo using his phone, contrary to prison regulations.

“They cautioned him and moved away, not knowing that he had not taken the caution in good faith. He followed them and opened gunfire at them, killing three people instantly, including the OC’s wife, who was within the vicinity of the shooting,” SSP Kigozi said.

Security officials confirmed that the suspect fled the scene naked shortly after the attack. “Kiboga police and the UPDF have responded and reinforced security at the prison facility. The killer weapon has been recovered with 15 rounds of ammunition,” SSP Kigozi added.

A joint security operation is ongoing to apprehend the suspect, who remains at large and is considered dangerous. The bodies of the deceased were conveyed to Kiboga Hospital for post-mortem examination as investigations continue.

The incident has triggered fresh scrutiny over discipline and internal security controls within custodial facilities.
