ACP Emitu takes charge as Kampala Metropolitan Police commander

ACP Emitu Ezekiel Ebapu has officially taken over as Kampala Metropolitan Police Commander from CP Richard Ecega, with AIGP Frank Mwesigwa urging enhanced discipline, crime prevention and community trust.

Kampala, Uganda: ACP Emitu Ezekiel Ebapu has officially assumed office as Kampala Metropolitan Police (KMP) Commander, taking over from CP Richard Ecega in a handover ceremony held Tuesday at Central Police Station (CPS) Kampala.

The ceremony was presided over by Frank Mwesigwa, the Director of Operations in the Uganda Police Force.

In his remarks, AIGP Mwesigwa commended the outgoing commander for his dedicated service and leadership during his tenure, noting that Kampala remains one of the most sensitive and demanding policing environments in the country.

“Kampala Metropolitan Police operates in a complex environment that requires constant vigilance, resilience and sound judgment,” Mwesigwa said.

He applauded CP Ecega for executing his duties with professionalism and urged him to carry the experience gained into his new assignment and continue serving with distinction.

A New Command Era

Addressing the incoming commander, Mwesigwa emphasized that leadership transition is not merely a change of office, but a transfer of responsibility, authority and accountability.

He urged ACP Emitu to prioritize crime prevention through strengthened inter-agency collaboration, enhance discipline and supervision within the force, and ensure operational accountability.

The Director of Operations further called for firmness, restraint and professionalism in policing operations, as well as deeper community engagement to build public trust.

“Public trust is a strategic asset,” he noted, stressing the importance of strong partnerships between police and the communities they serve.

ACP Emitu assumes office at a time when Kampala continues to face complex security challenges, including urban crime, traffic management pressures and heightened public scrutiny of law enforcement operations.

The leadership transition signals a new chapter for Kampala Metropolitan Police as the force seeks to consolidate crime prevention efforts and reinforce professionalism in Uganda’s capital.
