Museveni asked to restore sanity after Top KCCA directors ‘tear each other apart’ in fiery confrontation at City Hall

An open letter to President Museveni accuses two KCCA directors of public misconduct, nepotism and corruption, calling for an Inspectorate of Government probe as their contracts near renewal.

Kampala, Uganda: Senior officials at the Kampala Capital City Authority (KCCA) have been accused of nepotism, abuse of office and gross misconduct in a dossier addressed to President Yoweri Museveni, escalating tensions at City Hall.

The open letter, a copy of which is copied to the Secretary in the Office of the President, alleges that two top directors, Grace Akullo (Director of Human Resources and Administration), and Ghandhi Sheila Birungi (Director of Gender, Social and Community Services), recently engaged in a heated exchange that nearly turned physical in the presence of staff and clients.

The author, whose identity we chose to keep discreet for sensitivity of the story, claims the confrontation between the two directors exposed “serious breaches of professional conduct” and raised grave concerns about integrity within the Authority.

According to the dossier, Ms Birungi was accused during the altercation of absenteeism, underutilisation of allocated budgets, elitism in handling community members and nepotism in recruitment.

Conversely, Ms Akullo was allegedly accused of irregular recruitment practices, demanding money for appointments, retaliating against a former personal assistant who attempted to expose financial impropriety, and irregularly assigning acting positions.

The petitioner states that the public exchange revealed “a collapse of decorum” and pointed to deeper systemic issues of corruption and abuse of office within City Hall.

Museveni Urged to Act

With contracts of several directors reportedly due for renewal, the writer has urged President Museveni, who is the appointing authority of the City Authority’s leadership, to subject the two officials to closer scrutiny and to ensure that the Inspectorate of Government investigates the allegations.

“At a time when the contracts of several directors are due for renewal, I respectfully urge Your Excellency to ensure that these two directors are subjected to closer examination,” the letter reads.

The allegations, if substantiated, could trigger disciplinary and legal action at KCCA, an institution central to governance and service delivery in Uganda’s capital.

Efforts to obtain comment from the implicated directors were unsuccessful by press time.
