Alebtong DHO remanded over Shs165m upgrade funds

Lira, Uganda: The District Health Officer of Alebtong, Dr Tony Odung, has been remanded to Lira Government Prison until March 5, 2026, after appearing before the Chief Magistrate’s Court in Lira over the alleged mismanagement of Shs165.5 million earmarked for upgrading two rural health facilities.

Dr Odung was arraigned following investigations into payments made during the 2019/2020 financial year to Otada Construction Ltd. Prosecutors allege he irregularly authorised the release of funds without securing an advance payment guarantee, a mandatory safeguard meant to protect public funds in the event of non-performance.

The prosecution is being spearheaded by the State House Anti-Corruption Unit (SHACU) in collaboration with the Criminal Investigations Directorate and the Office of the Director of Public Prosecutions.

According to court documents, the funds were allocated for the upgrade of Angweta and Angwei Health Centre IIs to Health Centre IIIs, facilities expected to expand access to maternity services, laboratory diagnostics and inpatient care in Alebtong District.

However, the contractor allegedly abandoned the project before completion, resulting in financial loss to government.

Prosecution told court that failure to secure an advance payment guarantee contravened established procurement and financial management procedures, exposing public resources to risk.

Court summons have also been issued for former Chief Administrative Officer Otim Ben Ogwete and Chief Finance Officer Andeoye Stephen, who are jointly accused but are currently at large. The two are expected to appear for plea taking on a date yet to be confirmed.

The case adds to a growing number of prosecutions involving local government officials accused of mismanaging funds intended for essential public services, particularly in the health sector.

If convicted, the accused face penalties under Uganda’s anti-corruption laws, including fines, imprisonment, or both.

Dr Odung will return to court on March 5, 2026, as investigations continue.
