Kampala, Uganda: The Office of the President has issued a public warning against fraudsters soliciting money from members of the public under the guise of securing appointments as Resident District Commissioners (RDCs), Deputy Resident District Commissioners (DRDCs) and Assistant Resident District Commissioners (ARDCs).
Presidency Minister, Hon Milly Babirye Babalanda, said her office had received reports of unscrupulous individuals claiming they could influence appointments in exchange for money.
“The Office of the President has been alerted that some unscrupulous individuals are fraudulently soliciting money from the public under the guise of securing appointments as Resident District Commissioners, Deputy Resident District Commissioners and Assistant Resident District Commissioners,” the notice reads in part.

Minister Babalanda emphasised that such claims are false and intended to tarnish its reputation, clarifying that RDC appointments are made through established constitutional and administrative procedures.
“The public is hereby notified that these claims are false and aimed at tarnishing the name and reputation of the Office of the President. Please take note that such appointments are effected through established procedures and any communication to that effect is determined through official channels,” the statement added.
The Minister cautioned Ugandans against falling prey to scammers and urged anyone approached for money in connection with RDC appointments to report the matter to the nearest police station.
Rising Impersonation Cases
Authorities noted that cases of fraudsters posing as government officials tend to rise during recruitment exercises or periods when appointments are anticipated.
Similar incidents have previously been reported during police and army recruitment drives, where unsuspecting applicants were defrauded.
Following his re-election, Yoweri Kaguta Museveni is constitutionally mandated to appoint RDCs and other presidential representatives across districts and cities, often accompanied by reshuffles.
The Office of the President reiterated that no payment is required at any stage of the appointment process and urged the public to remain vigilant.
