Kampala, Uganda: Ambassador Santa Laker Kinyera, Uganda’s envoy to Kigali, whose passing was confirmed Tuesday by the Ministry of Foreign Affairs, leaves behind a distinguished diplomatic career spanning more than three decades of public service.
Kinyera joined the Ministry in 1994 as a career diplomat and steadily rose through the ranks, earning a reputation as a seasoned expert in regional integration and multilateral diplomacy.
Education
Kinyera graduated from Makerere University with a Bachelor of Arts (Honours) degree before pursuing a Master of Social Science in Development and International Relations at Aalborg University in Denmark. She also attained a Post-Graduate Diploma in Public Administration and Management.
Her academic grounding in international relations and public administration laid the foundation for a career that would see her serve both at headquarters in Kampala and in Ugandan missions abroad.
Early Career and Regional Diplomacy

Between 1995 and 1999, Kinyera worked in the Africa and Middle East Department at the Ministry of Foreign Affairs, specialising in bilateral relations and regional integration matters.
She was a core member of Uganda’s delegation during negotiations that preceded the establishment of the East African Community Treaty under the East African Community framework — a landmark moment in East Africa’s regional integration journey.
In 1998, she served as Special Assistant to the Minister of State for Regional Cooperation, further cementing her expertise in intergovernmental affairs.
In 2000, she was part of an inter-ministerial team tasked with facilitating the return of Ugandan children abducted to Sudan by the Lord’s Resistance Army (LRA), a sensitive assignment at the height of insurgency in northern Uganda.
International Postings
From 2002 to 2007, Kinyera served at Uganda’s mission in Copenhagen, Denmark, first as Second Secretary and later as First Secretary.
Between 2007 and 2009, she headed the IGAD and Horn of Africa Division at the Ministry, serving as Uganda’s Focal Point for the Intergovernmental Authority on Development (IGAD). During this period, she participated in peace initiatives under the auspices of the African Union and IGAD aimed at resolving conflicts in Sudan and Somalia.
In 2009, Kinyera was seconded to State House as Private Secretary to the President in charge of diplomatic affairs and Head of the Diplomatic Affairs Department. She held the role until 2011.
She was subsequently mandated to open Uganda’s Embassy in Ankara, Turkey, serving as Counsellor and the first Chargé d’Affaires a.i at the new mission — a pioneering assignment in Uganda’s diplomatic expansion.
Throughout her career, Kinyera represented Uganda at numerous regional and international platforms, including the East African Community (EAC), the Organisation of Islamic Cooperation (OIC), the African Union (AU) and IGAD.
Most recently, she served as Uganda’s Deputy High Commissioner at the Uganda High Commission in Kigali, contributing to efforts aimed at strengthening bilateral relations between Uganda and Rwanda.
Her passing marks the end of a diplomatic journey defined by regional integration, peacebuilding and service to the Ugandan state.
