Kampala, Uganda: Uganda’s envoy to Kigali, Ambassador Santa Laker Kinyera, has died at Mulago Specialized National Referral Hospital, the Ministry of Foreign Affairs has confirmed.
In a statement issued Tuesday evening, the Ministry of Foreign Affairs Uganda said Amb. Kinyera passed away earlier in the morning at Mulago Specialized National Referral Hospital.
“It is with profound shock and sorrow that the Ministry of Foreign Affairs announces the passing of our dear colleague Amb. Santa Laker Kinyera,” the ministry said.

Amb. Kinyera, who had been serving as Uganda’s Deputy High Commissioner at the Uganda High Commission in Rwanda, joined the ministry in 1994 as a career diplomat and rose through the ranks over three decades of public service.
Her tenure covered a pivotal period in Uganda–Rwanda relations, including renewed diplomatic engagements aimed at strengthening trade, security cooperation and cross-border relations after years of intermittent tensions.
Colleagues described her as a seasoned diplomat who played a key role in supporting bilateral dialogue and regional integration efforts within the East African framework.
The ministry did not disclose the cause of death but said details of funeral arrangements will be communicated in due course.
