Kampala, Uganda: The Electoral Commission has appointed Richard Baabo Kamugisha as the new Secretary to the Commission, a key administrative role that also makes him the Accounting Officer and head of the institution’s technical management wing.
According to the Commission, Kamugisha’s appointment took effect on March 4, 2026.
He had been serving in the position in an acting capacity since late 2024, following the departure of the former Secretary.
Kamugisha brings more than two decades of experience in election management, having served within the Electoral Commission since 1999.

Over the years, he has held several senior positions within the institution, rising through the ranks from District Registrar and District Returning Officer to Head of the Field Operations Department and later Director of Operations.
As Secretary to the Commission, Kamugisha will serve as the Accounting Officer responsible for the Commission’s administrative and financial management, while also overseeing the technical operations of the electoral body.
Under the Electoral Commission Act, the Secretary serves a five-year term, which is renewable once.
Kamugisha’s appointment comes as the Commission continues preparations for upcoming electoral activities and institutional reforms aimed at strengthening the country’s electoral management systems.
