Kapelebyong, Uganda: The Ministry of Education and Sports (MoES) has trained 106 teachers in Kapelebyong District on the use of the Teacher Effectiveness and Learner Achievement (TELA) system, a digital platform aimed at improving monitoring of teacher performance and learner outcomes in schools.
The training, organised through the Directorate of Education Standards, targeted head teachers and Information Communication Technology (ICT) teachers from both primary and secondary schools in the district.
The one-day hands-on training was conducted at Kapelebyong Primary School, equipping participants with practical skills on how to operate the digital monitoring system.
During the session, teachers were guided on how to upload school timetables, generate learner attendance reports, and produce teacher attendance reports, key processes intended to strengthen accountability and improve learning outcomes.
Stephen Olinga, Senior Inspector of Schools in Kapelebyong District, described the training as a timely intervention that will enhance accountability among teaching staff.
“This will improve teacher time-on-task attendance, which in some cases has previously been compromised by some teaching staff,” Olinga said.

He added that the automated TELA system will help education managers better understand factors affecting learner performance. “With the help of the automated TELA system, we shall now understand the reasons behind each learner’s performance,” he noted.
The Acting District Education Officer, Denis Okengo, said the system will enable education authorities to carry out more effective supervision of schools.
“An automated TELA system will help the education department conduct on-the-spot supervision of all schools in the district, as the necessary data will be easily accessible,” Okengo said.
He urged teachers and school administrators to make proper use of the system to improve teaching standards and academic performance.
The training was facilitated by Starin Musimenta and Babirye Cedella, officials from the Ministry of Education and Sports under the Directorate of Education Standards.
Musimenta encouraged teachers to continuously seek clarification on any aspects of the system they may not fully understand.
Education officials believe the TELA system will strengthen monitoring, accountability and data-driven decision-making in schools, ultimately contributing to improved education outcomes across the district.
