Gov’t says it has no funds to hold LC1, LC2 elections

Government has postponed LC1 and LC2 elections citing lack of funds, leaving aspirants uncertain about the new timeline.

Kampala, Uganda: The government has put on hold the long-awaited Local Council (LC) I and II elections, citing a lack of funds to facilitate the electoral process.

The State Minister for Finance in charge of General Duties, Hon Henry Musasizi, confirmed that the government is currently unable to organize and finance the elections, leaving thousands of aspiring candidates uncertain about when the exercise will take place.

The postponement means individuals seeking leadership positions at the village and parish levels will have to wait longer as authorities mobilise the necessary resources to conduct the polls.

LC1 and LC2 elections are considered critical in Uganda’s governance structure, forming the foundation of grassroots leadership and playing a key role in community mobilization, dispute resolution, and implementation of government programmes.

Just last week, Hon. Victoria Rusoke, the Minister of State for Local Government, informed Parliament that elections for Local Councils 1 and 2 (LC1 and LC2), as well as Women Councils, are scheduled to occur by the end of April 2026.

But the latest delay is likely to affect political activity at the local level, where campaigns had already begun gaining momentum ahead of the anticipated elections.

Government did not provide a new timeline for when the elections will be conducted, raising concerns among aspirants and voters about prolonged uncertainty in grassroots leadership structures.

Uganda has over 70,000 villages and these are governed by LCs 1 and 2.
