KAMPALA, UGANDA: The Patriotic League of Uganda (PLU) has introduced a structured numerical ranking system within its leadership, with Chairman Gen. Muhoozi Kainerugaba assigning official “Patriotic Officer” (PO) numbers to members of the Central Committee.
According to a Friday statement from the chairman’s office, the numbering reflects each member’s historical contribution to the formation of the organisation as well as their seniority within its leadership structure.
Gen. Muhoozi Kainerugaba, as founder and chairman, was designated PO 001, taking the top position in the newly formalised hierarchy.
He is followed by a mix of political actors, business figures, and public personalities who make up the organisation’s top governing body, including newly appointed Central Committee member Henry Basaliza.
The full list of assigned Patriotic Officer numbers includes:
- PO 001 – Gen. Muhoozi Kainerugaba
- PO 002 – Andrew Mwenda
- PO 003 – Michael Nuwagira (Toyota)
- PO 004 – Edwin Karugire
- PO 005 – Daudi Kabanda
- PO 006 – Balaam Barugahara
- PO 007 – Michael Mawanda
- PO 008 – Lillian Aber
- PO 009 – Cedric Babu (posthumous)
- PO 010 – Frank Gashumba
- PO 011 – Henry Basaliza
- PO 012 – Fadil Twala
According to the released ranks, the late Cedric Babu was posthumously recognised as PO 009, acknowledging his role in the organisation’s early development.
PLU further indicated that additional Patriotic Officer numbers will be issued in due course to non-Central Committee members as the movement continues to formalise its internal structures.

Echoes of NRA’s 1986 Historical Ranking System
The introduction of numerical ranks within PLU has drawn comparisons to the system adopted by President Yoweri Kaguta Museveni following the National Resistance Army (NRA)’s capture of power in 1986.
At the time, Gen Museveni assigned structured ranks and positions to key figures within the NRA and the broader National Resistance Movement (NRM), recognising their roles during the liberation struggle and establishing a clear chain of command in the new government.
That system helped consolidate authority, define seniority, and institutionalise loyalty within the movement, principles analysts say are mirrored in the emerging PLU structure.
Like the NRA framework, the PLU’s Patriotic Officer numbering appears to serve both symbolic and organisational purposes, acknowledging founding members while simultaneously building a disciplined hierarchy as the group expands its influence.
Political observers note that such structuring often signals a transition from an informal mobilisation platform into a more organised political force with long-term ambitions.
