Gov’t injects Shs3.5bn in Nebbi seed school to boost secondary education

Government has injected Shs3.5bn into construction of Abindu Seed Secondary School in Nebbi Municipality under USEEP to expand access to free and quality secondary education.

NEBBI, UGANDA: The government has committed UGX 3.576 billion towards the construction of a new seed school in Nebbi Municipality under the Uganda Secondary Education Expansion Project, to expand access to free and quality secondary education.

The project, funded with support from the World Bank, will see the establishment of Abindu Seed Secondary School, set to become the first government-aided secondary school of its kind in the municipality.

Speaking during a stakeholders’ meeting, Commissioner for Secondary Education at the Ministry of Education and Sports, Muzoora Atuharwe, said the investment is aimed at strengthening human capital development.

“This project is meant to nurture our young people and prepare them to become productive citizens who will drive Uganda’s future,” she said.

She urged local leaders and the community to embrace the initiative, noting that it will improve education standards and create new opportunities for learners across Nebbi District.

Nebbi Municipality Mayor Geoffrey Ngiriker said the project comes as a major relief for residents, given the limited number of government secondary schools in the area.

“With only one government-aided secondary school for years, this new facility will significantly reduce the long distances learners travel in search of quality education,” he said.

Nebbi Municipality MP Hashim Suleiman welcomed the development, saying it will improve retention and ensure more students benefit from free secondary education. “Once completed, this school will bring services closer to our people and ensure more children stay in school,” he said.

A representative of the World Bank, Arch Phillip, noted that the USEEP programme targets expansion of lower secondary education across Uganda, with plans to construct 116 new schools nationwide.

The initiative focuses on creating safe, inclusive, and supportive learning environments, particularly for girls, while improving retention for both boys and girls.

According to site engineer Odong Justine, construction of Abindu Seed Secondary School is already about 75 percent complete and is expected to be finalized within ten months.

The facility will include three classrooms, an administration block, science and computer laboratories, an IT laboratory, staff quarters, five-stance latrine, a multipurpose hall and a school playground.

Officials said the project will be closely monitored by multiple government agencies, including the Office of the President and the Inspector General of Government, to ensure value for money and timely completion.

The Uganda Secondary Education Expansion Project aims to improve access to lower secondary education, particularly in underserved areas, by increasing infrastructure and creating conducive learning environments.

Leaders in Nebbi have called on parents and communities to ensure learners are enrolled once the school is completed, emphasizing that infrastructure alone is not enough without community participation.
