Kapelebyong, Uganda: Kapelebyong District Communications Officer Emmanuel Opio has received widespread public commendation for his role in strengthening government communication and community engagement across the district.
Residents, leaders, and stakeholders have praised Opio’s work, particularly his role in producing the Kapelebyong District Local Government Magazine—a 40-page publication highlighting key government programmes and development initiatives.
The recognition gained momentum through the Kapelebyong Aspirations WhatsApp Group, where community members applauded his efforts in improving information flow and transparency.
The magazine showcases major government interventions, including the Parish Development Model (PDM), micro-scale irrigation projects, road development, education programmes, and initiatives aimed at empowering women, youth, the elderly, and persons with disabilities.
It also highlights the role of development partners in supporting livelihoods and service delivery within the district.
Julius Ojula, popularly known as Jocare, described Opio as a standout performer in public service communication.
“Mr. Opio, you’re the best communication officer in Uganda,” Ojula said, emphasising the importance of effective communication in ensuring government programmes reach intended beneficiaries.
Leaders join in recognition

Stanley Lepi also commended Opio’s passion and self-driven approach, noting that his commitment has set him apart in the district.
Kapelebyong Assistant Resident District Commissioner Augustine Ojoomi described Opio as a key figure in local governance.
“He is a substantive communications officer,” Ojoomi said, underscoring the importance of his role in advancing district development.
State Minister of Fisheries and Serere District Woman MP Hellen Adoa Abeku also endorsed the recognition, calling for formal appreciation of Opio’s efforts.
“This man deserves a medal,” she said, adding that she intends to reward him for his dedication, especially as the district prepares for Labour Day celebrations.
Support also came from Francis Okwameri, Deputy Resident District Commissioner of Otuke, who described Opio as “the pride of the country,” highlighting the value of committed public servants in driving development.
Other community members echoed similar sentiments, with Okurut Joseph, also known as X5, describing him as “the best of all.”
Opio’s work has been credited with improving visibility of government programmes and strengthening public engagement, a key factor in enhancing service delivery and accountability.
