Nebbi, Uganda: Nebbi District Local Government has approved a Shs47.8 billion budget for the 2026/27 financial year, marking a 9% increase from the previous year’s allocation.
The budget was passed during a council sitting held at the district headquarters on Monday, with leaders expressing optimism that the increased allocation will enhance service delivery and accelerate local development.
Presenting the budget to council, the Chairperson for Finance, Planning, Administration and Investment, Hon. Kissa Lawrence Ojok, said the increase was largely driven by enhanced conditional government transfers.
“For the Financial Year 2026/2027, I confirm there has been a 9 percent increase to Shs47.8 billion, up from Shs43.22 billion in the previous financial year,” Kissa said.
“This increment is mainly attributed to increased conditional government transfers for salaries, pensions, and gratuity, which account for nearly Shs4 billion,” he added.
Kissa noted that the budget presentation was in line with provisions under the Local Government Act.
Education and health take largest share
According to the approved expenditure framework, the education sector will receive the largest allocation of Shs18.5 billion, followed by health at Shs10.6 billion.

Administration has been allocated Shs9.7 billion, while the production sector will receive Shs2.7 billion. Other sectors will share the remaining funds in line with the district’s development priorities.
The budget is aligned with the district’s development theme: “Monetisation of Nebbi District’s Economy through Commercial Agriculture, Industrial Growth, Service Expansion, Market Access, and ICT-Enabled Service Delivery.”
Water sector funding drops
Nebbi Senior Planner Opio Boniface noted that most sectors registered increased allocations, except the water sector. “The reduction in the water sector funding is due to the closure of the Ugift project, which had been supporting the sector,” Opio explained.
He added that the district expects improved performance in local revenue mobilisation due to strengthened capacity and enforcement mechanisms.
Nebbi District Speaker, Hon. Ongan Kizito, commended councillors for approving the budget and urged stakeholders to support its implementation. “This budget will help improve service delivery across the district. We call upon development partners and all stakeholders to fully embrace it for the benefit of our people,” he said.
LCV Chairperson Emmanuel Urombi called on councillors to take ownership of the budget and ensure effective implementation of government programmes.
“As a council, we must ensure this budget addresses local priorities, particularly in economic development, infrastructure, and poverty reduction,” Urombi said.
He emphasized that programmes such as the Parish Development Model (PDM) will remain central in driving household income and improving livelihoods.
