Namisindwa, Uganda: Tension rocked Namisindwa District Council after leaders clashed over the laying of the 2026/27 financial year budget estimates totaling UGX 42.9 billion.

The budget was eventually tabled at the district headquarters despite attempts by a section of leaders, mainly those who lost in the recent elections, to frustrate the process, culminating in a dramatic walkout.

Among those who exited proceedings were Bukiabi councillor Alex Molokoye, who also serves as Chairperson for Social Services; Martha Muyama of Bumbo Town Council, the Secretary for Social Services; and Vice Chairperson Bwayo Kitumbesi, councillor for Namabya Sub-county.

Bubulo East MP John Musila has since criticized the manner in which the budget was handled, describing the proceedings as “null, void, and illegal.”

He argued that the budget is an executive document and accused the District Speaker of overstepping her mandate during the session.

However, Namisindwa LCV Chairperson-elect Bwayo Emma dismissed the criticism, accusing Musila and his allies of politicizing a critical governance process. He said the attacks were personally targeted but called for calm and unity among leaders.

“These are politically motivated attacks. We must heal and move forward as leaders,” Bwayo said, challenging Musila to cite any specific law allegedly violated by the Speaker.

He emphasized that the budget contains essential service delivery components and had to be presented within statutory timelines. “When it comes to service delivery, there is no room for counter-politics. Our people must receive services regardless of our differences.”

Bwayo also questioned Musila’s understanding of council procedures, noting that the MP has never served as a councillor, unlike the Speaker who has over 25 years of experience in local government leadership.

Speaker Calls for Unity

District Speaker Dorothy Walukawu defended the process and commended councillors who remained and received the budget. She reminded leaders that scrutinizing and allocating resources is a core responsibility of council members and urged them to prioritize the interests of the district.

Walukawu also appealed to leaders who lost elections to support a smooth transition. “I also lost, but life must go on. Namisindwa is bigger than any individual,” she said.

The incident highlights growing political tensions in the district following recent elections, even as leaders face pressure to deliver services under the new financial year.
