Kampala, Uganda: Isingiro District has emerged as the best-performing local government in Uganda under the LGMSD 2025 rankings, posting an impressive score of 98.37 to top the national table.
The latest performance results show strong competition among districts and municipalities, with urban authorities dominating the top tier.
Closely following Isingiro is Kiruhura District with a score of 97.10, while Nansana Municipal Council secured third place with 94.50, marking a significant jump from 96th position in 2024.
Kira Municipal Council (93.88) and Njeru Municipal Council (93.75) completed the top five, highlighting the growing efficiency of municipal administrations.
Other notable performers in the top 10 include Kazo District (6th), Sembabule District (7th), Mukono Municipal Council (8th), Mpigi District (9th), and Ibanda Municipal Council (10th).
Big improvements and surprises
The rankings reveal significant improvements among several local governments.
Nansana Municipal Council’s rise from 96th to 3rd position stands out as one of the most dramatic improvements, while Njeru Municipal Council also climbed sharply from 161st to 5th place.
Similarly, Mukono Municipal Council and Wakiso District showed strong upward movement, reflecting improved service delivery and governance.
The rankings, according to officials, were based on performance across critical service areas, including infrastructure and assets, education services, health services, water and sanitation, irrigation and production services.
Top-performing districts consistently scored above 90 in most sectors, particularly in education, health, and production services, key indicators of local government effectiveness.

A notable trend in the rankings is the strong presence of Central Region local governments among top performers, especially municipalities such as Kira, Njeru, and Mukono. This reflects increased urbanisation, better resource mobilisation, and improved administrative systems.
