Muhoozi reappoints Kabanda to new powerful PLU role as Head of Chairman’s office

The role bears similarities to that of the Head of the Office of the National Chairman (ONC) in the ruling National Resistance Movement (NRM), currently held by Hajjat Hadijah Namyalo Uzeiye, who coordinates mobilisation activities and programmes on behalf of President Museveni in his capacity as National Chairman of the NRM.

Kampala, Uganda: The General Chairman of the Patriotic League of Uganda (PLU), Gen Muhoozi Kainerugaba, has appointed Hon David Kabanda to a newly created position of Head of the Chairman’s Office, signalling a renewed vote of confidence in the Kasambya County legislator just weeks after he was replaced as the civil group’s Secretary General.

The appointment, announced by Gen Muhoozi on Saturday evening, comes as PLU continues to expand its organisational structures ahead of what the movement describes as a new phase of growth and nationwide mobilisation.

In a statement posted on his official X platform, Muhoozi confirmed Kabanda’s new assignment. “Hon. David Kabanda is appointed the Head of my office as Chairman of Patriotic League of Uganda.”

The First Son and Chief of Defence Forces explained that the new office has been created in response to the rapid expansion of the political movement since its launch three years ago.

“Since PLU has expanded immeasurably in just 3 years because of our popularity with Ugandans, I shall open a second office, just for the Chairman of PLU. Hon. Kabanda will run it on my behalf.”

The new position effectively places Kabanda in charge of coordinating the affairs of the PLU Chairman’s Office, with responsibilities expected to include implementing directives issued by Gen Muhoozi, coordinating political mobilisation activities, managing engagements on behalf of the chairman, and overseeing administrative functions delegated by the movement’s top leadership.

From Secretary General to Chairman’s Office

Kabanda’s appointment marks a significant political comeback within the PLU hierarchy following a leadership reshuffle announced by Gen Muhoozi on June 15.

During the shake-up, Kabanda was replaced as Secretary General by Hon. Fadil Twalla, ending his three-year tenure in the position.

The reshuffle triggered widespread political speculation, with some observers questioning whether Kabanda had fallen out of favour within the movement.

However, Muhoozi subsequently retained him on the PLU Central Committee, signalling that he remained part of the organisation’s senior leadership.

Now Saturday’s appointment appears to have put those speculations to rest, with Kabanda now assuming a position that places him at the centre of the chairman’s political and administrative operations.

Expanding PLU Structures

Gen Muhoozi said the establishment of a dedicated Chairman’s Office reflects the rapid growth of the Patriotic League of Uganda since its formation.

Originally launched as a civic mobilisation platform, PLU has evolved into one of Uganda’s most influential political pressure groups, attracting over 200 Members of Parliament, 10 ministers, cultural leaders, youth groups, business leaders, and professionals from across the country.

The movement has, in recent months, intensified mobilisation campaigns, public engagements, and organisational restructuring as it seeks to consolidate its national presence.

Political analysts view the creation of the Chairman’s Office as part of efforts to professionalise PLU’s leadership structure and strengthen coordination of the movement’s expanding activities.

Kabanda, a legislator representing Kasambya County in Mubende District, has been one of PLU’s most visible public figures since its inception, frequently articulating the movement’s positions on national political issues and participating in mobilisation activities across the country.

His appointment is expected to see him play an even more strategic role in coordinating the chairman’s engagements and implementing the movement’s political agenda as delegated by Gen Muhoozi.
