Budaka, Uganda: Police in Budaka District have arrested a private security guard after an innocent passerby was allegedly shot and injured during a night security deployment at a financial institution in Budaka Town Council.
The incident occurred at about 9:00 p.m. on Sunday, July 26, 2026, in Bujasi Cell, Budaka Town Council.
According to the Bukedi North Regional Police Spokesperson, ASP Wilfred Kyempasa, the suspect, Isaac Ocen, 48, a security guard attached to Alpha Guard Services’ Mbale Branch, allegedly failed to observe standard firearm safety procedures while on duty guarding Sky Financial Services.
Kyempasa said the guard’s SAR rifle accidentally discharged, striking Adams Kuchana, who was walking past the premises at the time of the incident. The victim sustained a fractured left arm and was rushed for medical treatment.
Police said Kuchana had no connection to the security operation and was an innocent passerby when he was struck by the bullet.
A case of attempted murder by shooting has been registered at Budaka Central Police Station under CRB 349/26, and investigations are ongoing.
A team led by Budaka Officer in Charge of Station (OCS) ASP John Kamurari, accompanied by D/ASP Angular Francis, Scene of Crime Officer D/Sgt Nekesa, homicide detectives and other officers, visited and documented the scene.
The suspect was arrested to assist with investigations, while the SAR rifle believed to have been used in the shooting and one spent cartridge recovered from the scene were taken into police custody as exhibits.
Preliminary investigations indicate that the shooting resulted from the guard’s alleged failure to adhere to established firearm handling and safety procedures.
Police said inquiries are continuing to establish the full circumstances surrounding the incident.
