Kampala, Uganda: The Anti-Corruption Division of the High Court has set September 9, 2026, to deliver a consolidated ruling on the bail applications of seven senior Parliament officials currently on remand at Luzira Prison over corruption-related charges.
The ruling date was fixed by Justice Michael Elubu following proceedings held on Monday, during which the court also issued a timetable to guide the hearing and determination of the bail applications.
The officials seeking bail are Chris Obore, Director of Communications and Public Affairs; Daniel Adilo, Director of Human Resource; Rajab Kaaya Ssemalulu, Principal Research Officer; Okwi Emmanuel Emuron, Principal Protocol Officer; Vincent Otebata, Capacity Development Officer; Leonard Okema, Executive Secretary in the Office of the Speaker; and Methods Murebe, Chief Executive Officer of the Parliament Cooperative Savings and Credit Society (SACCO).
During Monday’s proceedings in Kampala, Obore, Adilo, Ssemalulu and Murebe successfully presented their sureties together with the required documentation in support of their bail applications.
However, the court found deficiencies in the documents submitted by Okwi, Otebata and Okema.
The three applicants subsequently opted to withdraw the defective applications and file fresh ones. Justice Elubu directed them to submit new bail applications on August 6, 2026.
To facilitate the hearing, Justice Elubu directed all seven applicants to file their written submissions in support of their bail applications by August 7, 2026.
The Inspectorate of Government (IGG) has been given until August 14, 2026, to file its responses, after which the applicants will have until August 19, 2026, to submit rejoinders addressing issues raised by the prosecution.
Upon receiving all the written submissions, the court will deliver a consolidated ruling on September 9, 2026.
Meanwhile, Stella Itute, the Office Supervisor in the Office of the Sergeant-at-Arms, who was jointly charged alongside the seven Parliament officials, remains at large.
The bail proceedings come days after the Inspector General of Government (IGG), Lady Justice Naluzze Aisha Batala, directed the Clerk to Parliament, Adolf Mwesige, to immediately interdict the seven senior Parliament officials pending the conclusion of the criminal proceedings against them.
The officials face corruption-related charges and remain on remand at Luzira Prison as investigations and court proceedings continue.
