KAMPALA, UGANDA: Parliament has okayed and passed the controversial Landlord and Tenant Bill after President Museveni bounced it back to parliament October 2020 pending several amendments.
The bill was passed by the legislators during a parliamentary plenary yesterday, Tuesday, February 1, 2022.
The state minister for Urban Development, Mr. Obiga Kania while presenting the bill appealed to the house to embrace the concerns which were raised by the President which among others include the need to expand the definition of business premises to include houses that are used for both residential and office businesses which do not need a physical interface with customers.
The President also opposed a proposal in the Bill to save tenants and landlords from likely criminal sanctions.
The Parliament Infrastructure Committee Vice Chairman Robert Kasolo read the committee’s report on the Bill and later Parliament passed the Bill clause by clause without serious differences from the legislators.
Among several provisions in the bill, a landlord will now have to give the tenant(s) a 60 days notice before increasing rent charges.
In clause 22, Parliament has supported the government proposal which requires a landlord letting out a business premise in a city or municipality to provide a tenant with his or her bank account number into which all rent payments may be deposited.
The provision is aimed at improving compliance in the payment of rental taxes.
