Lira CAO Ogwete hands over office to incoming CAO Okaka Godfrey

LIRA, UGANDA: Lira District outgoing CAO (Chief Administrative Officer) Mr Ben Otim Ogwete today (Monday) formally handed over the office to the incoming new CAO Mr Okaka Godfrey in a function witnessed by different heads of different departments at Lira district Headquarters.

A handover report by Mr Ogwete detailed the level of staffing at 82 per cent, 24 pending 24 disciplinary cases, 648 staff on pension out of which 111 have not yet been paid their pension arrears,1451 staff on the HCM payroll with the education department having the highest enrollment on the HCM payment system.

Others are Youth Livelihood Project (YLP) with only 23 per cent recovery with the district having 24 land titles at the moment.

Speaking at the function on Monday, July 24, the District Chairman for Lira Mr Richard Cox Okello Orik advised the incoming CAO Godfrey Okaka to do a consultation before taking action since Lira is one of the most difficult districts.

Orik advised the new CAO to first meet the Lawyer of the district since he has received information that the district lawyer is not appearing in court.

“Don’t tell me Lira is a simple district, No. Lira is a difficult district. But I want to caution you about land, don’t let body deceive you, it is a very tricky venture,” Mr Okir said on Monday.

In his brief takeover speech, the incoming CAO Mr Okaka Geoffrey told the technocrats that he just want to promise the district leadership good teamwork during his tenure in office.

“Good work, good governance, accountability and honesty are the only tools that shall be able to guide us and the district. l think I have accepted the challenge,” said CAO Okaka.

The function was attended by the LCV chairman Lira DLG Okello Orik RCM, Lira district vice chairperson Mr Boney Omara (DlSO), the Principal Human officer, Mr Apenyo Albert, Ms Adong Rose (Head of Procurement), Fabulous Otike (PPS), among others.
