Museveni directs renewal of Kisaka’s contract as KCCA boss

KAMPALA, UGANDA: President Yoweri Museveni has directed the renewal of Dorothy Kisaka’s contract as the Executive Director of Kampala Capital City Authority (KCCA) with immediate effect. Kisaka’s contract ran out on Sunday, July 23, with question marks raised over her renewal status.

However, after an intense closed-door meeting at State House Entebbe last week, sources privy to the outcome of the discussions say President Museveni okayed Kisaka to be given another three-year term, along with her deputy Eng David Luyimbazi, and Ms Grace Akullo, the director of administration and human resources.

DailyMonitor on Wednesday reported that the three-hour-long meeting at State House came after a series of issues surrounding the renewal of the three directors’ contracts.

Ms Kisaka in a July 19 letter to her supervisor, the State minister for Kampala and Metropolitan Affairs, Hon Kabuye Kyofatogabye said she had forwarded all the relevant documents indicating her achievements, challenges and planned activities, which are necessary for the renewal of her contract.
“I thank you for your continued guidance and support in your supervision role and further humbly seek your endorsement for contract renewal,” she noted.

Inside the State House Meeting

President Museveni wrote to Minister Kyofatogabye over the contract renewal and gave him orders to ensure the process is done before the term expiry, sources say. The minister however told the media last that ED Kisaka had failed to fulfil the requirements necessary to renew her contract.

In a meeting held last Thursday at State House, Ms Kisaka and her team were reportedly ordered to briefly step out so that their supervisors, Kampala Capital City and Metropolitan Affairs minister Minsa Kabanda and Mr Kyofatogabye, could brief the President about her general performance in terms of achievements and weaknesses.

The ministers reportedly accused the ED of failing to tame corrupt officials whom they said had led to the slow service delivery in the city.

The source further acclaims that after the presentation from the minister and supervisors, the President reportedly called the ED and her team and asked her to defend herself, and tasked her to personally deal with the corrupt managers at City Hall.

Ms Kisaka, when contacted for a comment on this report confirmed to having attended the meeting but declined to discuss the details and to give an update on her appointment.

Inside the stormy meeting, the President also changed the hierarchy of KCCA leadership and management with the ED now placed under the direct supervision of the Head of Public Service and Secretary to Cabinet, Ms Lucy Nakyobe, who was also present at the meeting.

He also directed Ms Nakyobe and her team to expedite the renewal of Ms Kisaka and her colleagues’ contracts, “since they had expressed intention to retain the jobs which they are doing well.”

According to sources, Ms Kisaka as the ED will now only hold a coordination meeting with the Kampala ministers once a week to consult and brief them about the affairs of the city.

It remains unclear when the run-contracts of the three KCCA top bosses will be renewed following the president’s directive.

As her formal contract renewal remains pending, Ms Kisaka is wearing a big smile on her face as KCCA recorded the biggest revenue collection in June 2023, since KCCA inception. The Revenue collection team is wallowing in pride over the Authority’s unprecedented achievement in revenue mobilisation despite the two covid years.

The 2022/23 Financial Year saw KCCA register the highest collection to the tune of UGX 104.8 Bn which is the highest collection in the Authority’s 11-year history.

In the period between FY2020/21 and 2023/24, the Authority was able to mobilise a total of 274.5 Billion representing a 25℅ revenue growth.
