Wakiso DHO reinstated after seven years of interdiction

Wakiso, (UG): The Embattled Wakiso District Health Officer, Dr Emmanuel Mukisa has been reinstated into office after over seven years of his interdiction on allegations of gross neglect of duty and office mismanagement.

Dr Mukisa was interdicted in August 2016 following President Museveni’s directive on grounds that his neglect of duty and non-performance were key factors for a dysfunctional and broken-down healthcare system in the district.

However, DailyExpress understands Dr Mukisa has now been reinstated into office following a September 14, 2023 letter addressed to him by the Wakiso District Chief Administrative Officer, Mr Alfred Malinga in which the latter said he got guidance from the Attorney General and Public Service Commission to allow him to reoccupy the DHO’s office.

“Under Section F-S (15) of the Uganda Public Service Standing Orders 2021, and the guidance from the Public Service Commission and the Attorney General, this is to inform you that your interdiction is hereby lifted,” he said.

The CAO’s letter indicates that despite the reinstatement, the case of Mukisa is still a matter of investigation by concerned authorities and that his fate has not been decided yet.

“In the event that additional evidence against you is presented by the investigating bodies, or if the investigations are concluded and findings are not in your favour, this matter may be revisited,” Mr Malinga stated.

The CAO also advised the DHO to get in touch with the HR department to claim his money (over shs 200m) for the 99 months during which he earned half his salary.

“Please contact the Principal Human Resource Officer to claim the half salary that was retained from your interdiction period,” Mr Malinga instructed.

Wakiso District Chairperson, Mr Matia Lwanga Bwanika (Democratic Party) welcomed Dr Mukisa’s reinstatement, saying it was long overdue.

“I am happy that Dr Mukisa is back in active service and we expect good things from him. The district has been operating without a DHO for many years which has crippled service delivery in the district.”
