Dear Spire, World over Govts are not run on morals but Laws

By AKAMPA Tanbull

A few hours ago, Mr Spire Sentongo, one of the movers of #Parliament Exhibitions wrote on his X (formerly Twitter) on why we should go beyond Legality. Well, some one needs to educate this University lecturer that Governments world over are not run on morals but on laws.

For as long as the law is in force people will follow the law. The power for Parliament to determine it’s own emoluments were enacted in Article 85 of the Uganda Constitution.

Rt Hon Anita Among (Current Speaker of Parliament) was not a member of the CA who made the constitution.

This same Article has been used by many Parliaments since 1995 when the constitution was promulgated.

Both the 9th and 10th Parliaments presided over by Rt Hon Rebecca Kadaga were paid salaries and allowances under the same constitution.

Even morally Rt Hon Anita Among is correct to apply donor funds to the Nsambya cancer clinic. It is also moral to support the treatment of cancer patients. Is’nt it equally moral for the Speaker to donate to hundreds of churches, Vulnerable groups in Uganda?.

Part of the donar funds have been used to educate orphans and to support other marginalised groups across different areas with in the Country.

Mr Spire, What then is more moral than giving/donating to society or communities?
