Fallen Umukuka Wamimbi remembered for birthing idea of Uganda’s decentralisation

Mbale, (UG):- The Umukuuka Emeritus Ambassador, Wamimbi Weasa Wilson, the first Umukuka of Inzu ya Masaaba has been remembered for Chairing the first Council in Uganda that mooted for the decentralisation policy, while LC V Chairman for greater Mbale, from which the districts of Mbale, Manafwa, Bududa, Sironko, Bulambuli and Namisindwa were curved.

This was revealed by Mr Kuloba Sam, a former Councilor who represented Bulucheke Sub-county then between 1987 and 1989.

Mr. Kuloba who last year retired from Civil Service at the level of Commissioner for Government Secondary Education under the Ministry of Education and Sports said, “One thing I know is that he is the one who first mooted for the decentralisation policy in our Council. Making it the first Council in the history of the Country to have come up with the idea of decentralisation. Because it was copied from his proposals”.

Mr Kuloba added that the idea of decentralization was developed at a time when Bugisu was demanding for their properties (Ebyaffe), mainly the land where Bumageni Military Barracks seats, along Mbale – Tororo Road.

Mr Kuloba, who currently serves as the Minister of Education under Inzu ya Masaaba said this while speaking to DailyExpress in a telephone interview on Sunday afternoon.

The Umukuka Emeritus Wamimbi will be laid to rest next Saturday 20th April 2024, at his ancestral home in Busano, Mbale according to an announcement made by the Prime Minister of Inzu ya Masaba, Ambassador Walimbwa Peke, yesterday.

Kitutu Vincent, a neighbour to the late at his ancestral home in Busano said, “I knew the late for being principled, hated corruption and those who didn’t understand him are total failures in society”.

A memorial service will be held in his memory at St. Luke Church of Uganda, Ntinda, Kampala before being taken to Mbale. The late passed away on Friday 12th April, 2024 at Kirudu Hospital.

The memorial will be followed, by a seating in his honour, on Wednesday at Mbale District Headquarters, Council Hall, before being taken to Rongoro, where a public viewing and overnight vigil will be held the next day.

A church service will be held at St. Andrew’s Cathedral in his honour on Friday, 10:00 am before being taken to Busano his final resting place.
