PROFILE: Meet Tibihikirra-Kalyegira, the new Director of Uganda’s LDC

Kampala, (UG):- Dr. Pamela Tibihikirra-Kalyegira has been appointed Director of Uganda’s Law Development Centre (LDC) replacing Frank Nigel Othembi, whose tenure as Director ended on April 30 after a 12-year tenure at the helm of the institution.

Dr. Tibihikirra’s appointment was announced by the Chairperson, the LDC Management Committee, Justice (Rtd) Paul Kahaibale Mugamba.

“I am thrilled to announce the appointment of Dr. Pamela Tibihikirra-Kalyegira as Director of, Law Development Centre (LDC). She succeeds Mr. Frank Nigel Othembi, whose tenure as Director ended in April 2024 after 12 years of committed and impeccable service,” Justice Mugamba announced in a statement on Tuesday, May 07, 2024.

“We appreciate Mr. Othembi’s contribution to the growth and development of LDC and wish him well in the pursuit of his professional career,” the statement added.

Mugamba said that Tibihikirra’s proven leadership and transformative approach will undoubtedly steer the Law Development Centre toward greater success in legal education. “We have full confidence in her ability to drive innovation and expand our vision and mission.

Dr Tibihikirra brings to LDC a wealth of experience in legal education, training and administration of justice.

Dr. Tibihikirra holds a Bachelor of Laws (Hons) from Makerere University, a Diploma in Legal Practice from the Law Development Centre, a Master of Laws in Public International Law (Merit) from the London School of Economics and a Doctorate in Juridical Science (SJD) from Indiana University, Maurer School of Law, Bloomington, Indiana, USA where she studied as a Fulbright Scholar.

She was enrolled as an Advocate of the High Court of Uganda in 1999 and she has practiced commercial law in Uganda.

She served in various capacities for example: Dean, Faculty of Law Uganda Christian University, Director Quality Assurance and Accreditation at the National Council for Higher Education and most recently, Chairperson of Uganda Law Reform Commission.

She worked in the field of public international law with organisations in West and South Africa prior to embarking on an academic career.

Dr Tibihikirra is the recipient of the Best Female Academician Lawyer, Women in Law Awards, Uganda Law Society, 2016.

She also served as a member of the LDC Management Committee from 2010 to 2016.
