LIST: Who is who as Attorney General appoints new LDC management committee

Kampala, (UG):- The Attorney General of Uganda, Mr Kiryowa Kiwanuka has appointed a new Management Committee at the Law Development Centre (LDC) taking effect from Tuesday, June 4, 2024.

The LDC Management Committee is the governing body of the Centre charged with policy formulation and implementation and general strategic oversight.

On the new list of appointees, the AG named Justice Christopher Izama Madrama as the Chairperson of the Committee. He replaces Hon. Justice Paul Kahaibale Mugamba (Rtd).

Justice Madrama, a Justice of the Supreme Court of Uganda boasts of remarkable expertise in the justice sector having served as a Justice of the Court of Appeal, within various divisions of the High Court including Commercial and Execution Divisions.

He has also authored several publications including ‘The Problem of HIV/AIDS: a Discourse on Laws, Marriage and Subordinate Status of Women in Uganda.’

Also on the list is Mr Simon Peter Kinobe, Senior Counsel, an advocate with over 18 years of work experience practising law in different disciplines and is a founding partner of Ortus Advocates.

Kinobe has taught law at the University level and served the Uganda Law Society in various capacities including being President of the Uganda Law Society and Council Member of the East African Law Society.

He is also the Chairperson of the board of the National Bureau of Non-Governmental Organizations (NGO Board) and the Chairperson of the Staff Tribunal at Lira University.

Additionally, AG Kiwanuka appointed Joanita Gertrude Bushara, an advocate of the High Court as a committee member. Ms Bushara is a Notary Public and Commissioner for Oaths with over 20 years of work experience practising law.

She is a Partner at Justitia Law Advocates specialising in Land Transactions and Conveyancing, Family Law matters, Corporate Law and Oil and Gas. She was once a lecturer at Law Development Centre where she taught Family Law and Land Transactions.

Bushara has served on various boards of the Uganda Law Society, East African Law Society and FIDA-Uganda.

Another member of the committee is Adar John Patrick, an advocate with over 14 years of work experience practising law in Uganda.

Mr Adar is the Managing Partner at J. Adar & Co. Advocates. He has previously worked with Facilitation for Peace and Development and Justice Centres Uganda. He has served as a Member of the Lira Regional Referral Hospital Board.

The list of ex-officio Members of the committee includes; the Principal, School of Law, Makerere University, the Solicitor General, Ministry of Justice & Constitutional Affairs, and the Permanent Secretary, Ministry of Education and Sports.

Recently, the LDC got a new Director, Dr Pamela Tibihikirra-Kalyegira having replaced Mr Frank Nigel Othembi whose tenure of office had ended early this year.
