PROFILE: Who is ACP Rusoke Kituuma, the new Uganda Police Spokesperson

Kampala, (UG):- The Inspector General of Uganda Police, Mr Abbas Byakagaba Sunday appointed Assistant Commissioner of Police (ACP) Kituuma Rusoke as the new Uganda Police Spokesperson, taking on the role with immediate effect.

Kituuma replaces SCP Enanga who held the position since 2019 and has now been appointed Deputy Director in charge of Interpol and International Relations.

The changes come just days after IGP Byakagaba met with the President earlier this week and discussed strategies for strengthening the police’s relations going forward.

But who is ACP Kituuma Rusoke, the new police spokesperson

Kituuma is the son of the late Kajabagu Karusoke, a former Presidential Advisor and Senior lecturer at the National Leadership Institute Kyankwanzi.

He is widely remembered for being active in the days of Kimeeza at Club Obligato in Kampala.

A recent graduate of a Master of Arts in Peace and Conflict Studies, Kituuma previously served as Regional Police Commander in East Kyoga and Busoga East, as Manager Security and Enforcement at KCCA, recently as Regional Police Commander, Rwizi region.

In 2023, Kituuma was appointed as a member of the Police Council, a committee assigned to recruit, appoint and promote police officers up to the rank of inspector of police.

The council also exercises disciplinary control over all police officers through the police courts and advises the police authority on the ranks structure in the force.

He now replaces Enanga, who was first appointed Police spokesperson in 2014 by then IGP Gen Kale Kayihura.
