Oyam, (UG):- David Okuny, a civil servant, and husband to Oyam Parish Chief Priscilla Oliver-Akullo has refunded the Shs 1 million he fraudulently received from the DOGAPIO ACHABA PDM SACCO.
Okuny’s wife who is also the Parish Chief of Dogapio Parish had profiled him to benefit from the PDM funds despite local authorities not recognizing him as a resident of Atipe-B village.
But after public scrutiny and questioning by authorities, Okunya and the wife acknowledged their fault and pledged to refund the money.
A mobile money transaction message confirmed that the funds were transferred back to the SACCO account on November 22, 2024. “1,000,000 /- has been transferred from the account of Group 256776487042 – OKUNY DAVID to the account of Group 10015856 – DOGAPIO ACHABA PDM SACCO at 22/11/2024 16:43:32,” the Mobile Money message read.
The Chairperson of PDC Dogapio Parish, Christopher Kali, accused Prisca of fraudulently disbursing the funds to her husband.
Other individuals implicated in the case include SACO leaders of Dogapio Parish: George Awai, Chairperson of PDM SACCO; Caesar Obama, Secretary; and Samson Ocoo, Chairperson of the Loan Committee of SACO.
They are reportedly soliciting money ranging from Sh30,000 to Shs50,00b0 from each member as kickbacks.
George Awai, the Chairperson of DOGAPIO ACHABA PDM SACCO who was among those accused, denied the allegations of misappropriating government money, insisting that records showing accountability of the funds are available.
Tony Otyek, the Chairperson of the National Resistance Movement (NRM) party of Acaba Sub-County, said he will not tolerate any indiscipline in the management of the PDM program.
“We are waiting for the outcome of the investigation by district officials and if that fails to yield fruits, we shall involve statehouse anti-corruption until the suspects in the matter appear in court,” Otyek said.
Dogapio Parish received PDM funds amounting to 217 million shillings.
President Museveni has reiterated his stance against granting court or police bonds to those who steal PDM funds.
