Road to 2026: Why Emmanuel Wepukhulu is a top contender for Bulambuli County MP seat

Bulambuli (UG):- As the 2026 general elections draw closer, Bulambuli District is witnessing a surge in political activity and Hon. Biara Emmanuel Wepukhulu has emerged as the leading contender for the Bulambuli County parliamentary seat.

Biara, a timber exporter and seasoned community leader is determined to unseat the incumbent, Hon. Katenya, whom he says has neglected the constituents who sent him to parliament in the 2021 elections.

“The incumbent MP appears completely detached from the people he is supposed to represent,” Wepukhulu told DailyExpress in an exclusive interview. “Our voice as the people of Bulambuli County is not even heard beyond our district. I am stepping in to fill this void and provide the representation we deserve.”

Wepukhulu’s growing popularity is attributed to his grassroots connections and a strong desire to address the leadership gaps in the district.

Educational and Political Background

Hon. Wepukhulu holds a Bachelor of Science degree in Forestry and a Master’s degree in the same field, both from Makerere University. His active involvement in student politics at Makerere, particularly with the Bamasaba Students Association (MUMBASA), exposed him to government operations and key political actors.

He has since built extensive networks within church and youth groups and has sponsored various sports activities across the district.

A Voice for the People

Wepukhulu’s campaign focuses on providing qualitative and effective representation, addressing the pressing needs of Bulambuli residents, and fostering socio-economic transformation.

Steven Masiga, a seasoned political analyst and senior national researcher, emphasized the key factors for winning a rural parliamentary race. “To win in rural areas like Bulambuli, candidates must understand the language of the people, be accessible, and show empathy,” Masiga noted.

“Attending burials and engaging directly with constituents often carries more weight than sending agents with monetary contributions.”

Masiga added that early mobilization and an understanding of voter behavior are crucial: “Bulambuli has a history of early voting. By 7:00 AM, some centres have completed voting. Aspirants must be prepared for such dynamics.”

NRM Ticket and Political Heavyweights

Wepukhulu intends to contest under the National Resistance Movement (NRM) party ticket. His constituents affectionately refer to him as their “Likono” (voice) in Parliament.

His political mentors include President Yoweri Museveni, the Speaker of the Kenyan Parliament Rt. Hon. Moses Wetangula Masika, and former Ugandan Vice President Prof. Gilbert Bukenya.

Prof. Bukenya has pledged to support Bulambuli County with initiatives such as highland rice schemes, free seeds, and technical agricultural knowledge to uplift residents from poverty under Wepukhulu’s leadership.

Wepukhulu’s platform is anchored on patriotism, Pan-Africanism, and socio-economic transformation. He has actively mobilized resources to ensure that Bulambuli County residents benefit from government programs.

With a strong grassroots presence, trusted political backing, and a clear vision for change, Hon. Biara Emmanuel Wepukhulu stands as a formidable contender on the road to 2026.
