Iganga, (UG):- The government has allocated Shs200 million for the third phase of the Parish Development Model (PDM) in Iganga District, with an additional Shs50 million set aside in the local SACCO for disbursement.
Despite this, many beneficiaries are have expressed concerns over rampant livestock theft are threatening their ability to recover financially and frustrating their efforts to pay back the funds.
This was revealed on Wednesday, when Mr. Buyinza Abdul Rahim, the Office of the National Chairman (ONC) District Coordinator for Iganga, led a monitoring and verification exercise in Bulamagi Sub-county to assess the progress of the program and engage with the intended beneficiaries.
Buyinza met with PDM Focal Person Mr. Kisambira Gonzaga, Assistant RDC Mwiisi Ronald, GISO Mr. Mwamadi, and Veterinary Officer Mr. Mukisa Samuel, who raised security concerns affecting the program’s success.
Many farmers reported increasing cases of livestock theft, particularly cattle and poultry, which have left them struggling to recover from the loans they received in the first phase.
“We have lost several animals to thieves, making it difficult for us to generate income and pay back the funds,” said ta local cattle farmer. “We need urgent intervention from security agencies before more farmers are left in financial distress.”
Assistant RDC Mwiisi Ronald acknowledged these concerns, assuring the community that authorities were working on solutions. “We understand the impact of these thefts on farmers’ livelihoods. Security agencies are on high alert, and we are stepping up surveillance to curb this crime,” he said.
Despite these challenges, some beneficiaries who have profited from the program are ready to repay their loans. However, they are waiting for clear instructions from the district PDM leadership before making payments.
Beyond the PDM visit, Mr Buyinza also used the opportunity to mobilize support for the National Resistance Movement (NRM) and President Yoweri Kaguta Museveni, whom he described as a visionary leader committed to economic transformation.
“I tasked the beneficiaries to continue mobilizing support for the party and President Museveni, who has always prioritized grassroots development,” Buyinza said. “They also appreciated Hajjat Hadijah Namyalo for her tireless efforts in advancing the NRM agenda.”
The Parish Development Model (PDM) is a key government initiative aimed at transitioning 39% of Ugandan households from subsistence to commercial production. As the third phase of implementation rolls out, local authorities are optimistic that addressing security challenges will help beneficiaries fully capitalize on the program and drive rural economic growth.
