Kampala, Uganda: Police have declined to release CCTV footage linked to the drowning of a senior six student at Seeta High School, raising further public concern over safety and transparency at the elite institution.
Kevin Nsamba, 21, reportedly drowned in the school’s swimming pool on Sunday, August 3, after a football match. According to a school statement, Nsamba, who could not swim, entered the pool with other students without authorisation.
The administration claims it only realised he was missing during an evening roll call, and later recovered his body from the pool, while the swimming pool lifeguard, Kato Diriisa, is still in custody as police investigations continue.
Speaking to the press on Monday this week, Police spokesperson Kituuma Rusoke confirmed that CCTV footage from the school has been retrieved and reviewed, but said its contents would remain confidential due to the ongoing probe.
“We’ve charged the pool attendant, who was responsible for ensuring student safety, and we’re holding him pending guidance from the Director of Public Prosecutions,” Rusoke said. “However, other aspects still need to be examined, particularly the school’s safety measures.”
The Police spokesman cautioned schools, hotels, and other facilities with swimming pools to ensure they have qualified lifeguards and enforce safety compliance, noting that negligence remains widespread.
The latest tragedy comes just months after another unexplained student death at Seeta High School’s main campus. In that case, 16-year-old Elishama Ssesaazi, a senior three student, was found dead in his dormitory under circumstances that sparked public outrage.
Initially reported as suicide, the school later revised its statement, and police investigations have remained inconclusive to date.
The back-to-back deaths have intensified calls for accountability, with parents and education stakeholders urging a full public audit of safety protocols at the institution, which is owned by State Minister for Higher Education, Hon John Chrysostom Muyingo.
