Uganda’s IGG showcases digital anti-corruption model to Liberia

Kampala, Uganda: Uganda’s Inspectorate of Government (IGG) has earned international recognition after the Liberia Anti-Corruption Commission (LACC) sent a delegation to Kampala to study the country’s electronic asset and liability declaration system, which has recorded a compliance rate of over 90%.

The Liberian delegation, led by Executive Chairperson Alexandra Zoe, was hosted by Deputy IGG Dr. Patricia Achan Okiria, who underscored the importance of global cooperation in strengthening accountability frameworks.

“Uganda’s experience in streamlining the declaration process has produced tangible results. Partnerships like this are critical in building stronger institutions against corruption,” Dr. Okiria said.

Digitalization as a Game-Changer

Dr. Okiria explained that Uganda’s e-declaration system has transformed compliance by simplifying how public officials declare assets. “Through digital platforms, officials can submit their declarations from anywhere, which reduces administrative burdens, improves efficiency, and minimizes errors. The system cross-checks data with other databases, ensuring accuracy and speeding up reviews,” she noted.

She emphasized that the move has not only lowered operational costs but also strengthened oversight by enabling instant detection of inconsistencies.

Liberia Eyes Adoption by 2026

LACC Chairperson Zoe praised Uganda’s progress, describing the experience as “instrumental” in shaping Liberia’s transition to an electronic declaration framework. “Uganda has set an example for Africa. What we have learned here will guide Liberia’s shift to an electronic asset declaration system by 2026,” she stated.

The Liberian team plans to study the operational framework, technology, and best practices of Uganda’s platform to strengthen their own asset declaration and verification regime to meet international standards.

This visit underscores the IGG’s role as a key player in the global fight against corruption and shows that strategic initiatives and technological innovation can lead to tangible results.
