Wakiso, Uganda: Residents of Mbalwa in Namugongo Division, Kira Municipality, are living in renewed fear after a fresh wave of violent paver attacks by youth gangs, with the latest incident leaving a man severely injured.
The victim, identified as Sande Godfrey, was attacked on the night of September 22, 2025, at about 10:00 pm, sustaining deep head injuries. He was rushed to Mulago Hospital, where he received medical attention for two days before being discharged.
Speaking to DailyExpress at his Valley Side Junior School in Mbalwa on Thursday, September 25, Hon. Byomuhangi Bosco, the newly elected NRM flag bearer for the Kira Municipality Councilor seat, confirmed the incident and called for urgent security interventions.
“We are engaging security to curb the problem. The suspects are children within the community and the victim is pointing at some who will be revealed at an appropriate time. We shall get them this time round,” Byomuhangi said.
He, however, pointed out severe constraints at Mbalwa Police Post, which is mandated to police Mbalwa and Buyinja areas with a combined population of about 10,000 residents. The post currently has only four officers and one functional motorcycle, down from nine officers and three motorcycles previously.
“This level of understaffing and lack of logistical support makes policing almost impossible. It leaves residents vulnerable to criminal gangs who are now terrorizing the community,” Byomuhangi stressed.
As a solution, residents and leaders are revisiting the “Neighborhood Security Watch System” (Mayumba Kumi) earlier proposed by President Yoweri Museveni to strengthen grassroots vigilance.
Since last year, the area has suffered repeated attacks by gangs, mostly composed of youth, with several residents injured and some lives lost. Locals now demand urgent reinforcement of police personnel and resources to restore order in the community.
