Govt to recruit over 6800 civil servants in current FY 2025/26

According to the Ministry of Public Service, the recruitment will be implemented at a total wage bill of Shs124.8 billion, covering 130 government entities.

Kampala, Uganda: The Government of Uganda has approved the recruitment of 6,853 new public servants in the current financial year 2025/26, in a move aimed at strengthening service delivery across government Ministries, Departments, and Agencies (MDAs), including local governments.

According to the Ministry of Public Service, the approved recruitment will be implemented at a total wage bill of Shs124.8 billion, covering 130 government entities.

In addition, the ministry has cleared the recruitment of staff for five newly constructed Health Centre IIIs and seven upgraded Health Centre IIs, at an additional wage bill of Shs5.48 billion.

The new Health Centre IIIs include Arocha HC III (Apac Municipality), Nsawo HC III (Kiira Municipal Council), Kibiri HC III (Makindye Sabagabo), Nyagilia HC III (Koboko Municipal Council), and Mwongyera HC III (Rubirizi District) — each allocated a wage bill of Shs360 million.

The upgraded facilities include Kyondo and Kabingo Health Centre IIs in Kasese District, and Butungana Health Centre II in Ntoroko, each with a wage bill of Shs360 million. Others are Patongo HC IV (Agago District), Kira HC IV (Kira Municipality), Nyabirongo HC III (Kasese District), and Wera HC III (Amuria District), each allocated Shs650 million.

Speaking to journalists in Kampala, Minister of Public Service Wilson Muruli Mukasa said the recruitment prioritizes critical leadership and technical positions in local governments to boost the development and implementation of government programs.

“Priority for recruitment was given to heads of department, especially in local government, to strengthen the supervision and monitoring of government programs,” Muruli Mukasa stated.

He added that special focus will also go to improving staffing in primary schools, primary health care facilities, agriculture extension services, and among Parish Chiefs and Town Agents.

The Permanent Secretary, Ms Catherine Bitarakwate, emphasized that recruitment will follow existing approved structures and will be implemented in phases, particularly for specialized positions where the country has limited human resources.

“Filling those structures is being done in a phased manner because, where there is super-specialisation, we do not have many human resources of that nature,” Ms. Bitarakwate noted.

Meanwhile, the Ministry revealed that 29 entities with available wage allocations did not submit their recruitment priorities for clearance. These include; Mulago National Referral Hospital (Shs294m), Hoima Regional Referral Hospital (Shs401m), Mbarara Regional Referral Hospital (Shs522m), Moroto Regional Referral Hospital (Shs188m), Mityana Municipal Council (Shs254m), Buyende District (Shs192m), Karenga District (Shs277m), Kitagwenda District (Shs166m), Mpigi District (Shs165m), Obongi District (Shs52m), and Rukiga District (Shs468m).

The Ministry has urged these entities to expedite submission of their priority positions to avoid delays in staffing approvals for the current financial year.
