Museveni vows to end Sebei land disputes with demarcation of Elgon park boundary

Sebei, Uganda: National Resistance Movement (NRM) Presidential candidate Gen. Yoweri Kaguta Museveni has pledged to demarcate the boundary between Mt. Elgon National Park and surrounding community land to address the growing cases of human-wildlife conflict in the Sebei Sub-region.

Speaking during his campaign rally at Binyiny Primary School playgrounds in Kween District on Tuesday, November 11, 2025, Museveni said the issue of land clashes between residents and Uganda Wildlife Authority (UWA) staff has persisted for years due to unclear park boundaries.

“I instructed a team led by former Prime Minister Dr. Ruhakana Rugunda to handle the boundary matter, but their work was frustrated by some individuals opposed to the initiative,” Museveni told supporters.

The NRM candidate said the government remains committed to resolving the land conflict, emphasizing the need for peaceful coexistence between conservation and community development.

Museveni further advised residents of Kween to adopt environmentally friendly practices and avoid activities that expose the region to landslides and soil erosion. He announced plans to hold a conference with local leaders and residents to devise proper settlement strategies and mitigation measures against recurring landslides in the mountainous areas.

“We plan to relocate people living in landslide-prone zones to safer areas. Each household will receive two acres of land and Shs10 million in support,” Museveni revealed.

He added that his government will sponsor community representatives from Rwenzori, Sebei, and Bugisu regions to travel to Europe for exposure visits on modern settlement and compensation models that could guide Uganda’s resettlement programmes.

Meanwhile, Museveni expanded the cattle restocking programme—initially designed for Lango, Acholi, and Teso sub-regions—to include Kween, Abim, and Bulambuli Districts due to the effects of past rebel activities and Pokot cattle rustling.

“These districts were also affected by insecurity and livestock loss. They deserve to benefit from the restocking initiative,” Museveni said, pledging total service delivery and improved security across the country.

At another rally in Kapchorwa, Museveni rallied residents to back the NRM Manifesto for 2026–2031, describing it as “the most practical and transformative” among all party manifestos.

He outlined the key achievements of the NRM government, including peace and security, infrastructure development, industrialisation, job creation, regional integration, and socioeconomic empowerment programmes that have driven Uganda’s progress over the last three decades.
