EC sets June 10 for Kikuube LC5 By-Election after Banura death

Kikuube, Uganda: The Electoral Commission of Uganda has set June 10, 2026, as polling day for the Kikuube District LC5 chairperson by-election, following the death of former chairperson Peter Banura.

Banura died in a road crash on April 4, shortly after being re-elected in the recent general elections, creating a vacancy that must be filled within six months under the Local Governments Act.

In a statement dated April 17, EC Chairperson Simon Byabakama outlined a detailed roadmap leading to the by-election.

The process will commence with a stakeholders’ meeting on April 27, bringing together political actors, civil society, and the media.

Updating of the voters’ register at parish level will follow from April 28 to 30, with April 30 set as the cut-off date for new registrations and transfer of voting locations.

Recruitment of officials to oversee the display of the voters’ register will run from April 27 to 29, while the list of successful applicants will be displayed between April 30 and May 5 at the District Returning Officer’s office and sub-county headquarters.

Training of display officers and issuance of appointment letters is scheduled for May 7.

Candidate nominations will be conducted at Kikuube District Headquarters on May 25 and 26.

The inspection of nomination papers and lodging of complaints will run from May 26 to June 1, while candidates will meet the Returning Officer on May 27 to harmonise campaign programmes.

Campaigns will officially run from May 28 to June 8.

Final Preparations Ahead of Polling Day

Recruitment of polling officials will be conducted from May 28 to 30, alongside accreditation of political parties, organisations, and observers between May 26 and June 1.

The display of polling officials for public scrutiny will take place from June 1 to 8, while issuance of Voter Location Slips (VLS) will run from June 1 until polling day.

Training of polling officials, including Biometric Voter Verification Kit (BVVK) operators and tally clerks, is scheduled for June 4 to 5.

Justice Byabakama urged all stakeholders in Kikuube to actively participate in the process while adhering strictly to electoral guidelines and timelines to ensure a free and fair election.
