Kyankwanzi, Uganda: President Museveni’s newly constituted Cabinet will this weekend report to the National Leadership Institute (NALI) in Kyankwanzi for a nine-day induction retreat aimed at aligning government priorities and strengthening leadership ahead of the new term.
The retreat, scheduled to run from June 14 to June 23, comes less than a week after ministers and ministers of state took the oath of office at State House Entebbe following Museveni’s latest Cabinet reshuffle.
President Museveni is expected to attend the retreat, which will bring together Cabinet ministers and ministers of state for policy orientation and leadership training.
The programme will be conducted under the theme: “Leading Government with Integrity, Discipline and Results; Delivering Uganda to the Upper Middle Income Status.”
According to the Cabinet Secretariat, the induction programme is intended to equip ministers with the leadership capacity, governance skills, and policy orientation necessary to effectively implement government programmes and national development priorities.
The retreat is expected to focus on government performance targets, public service delivery, wealth creation initiatives, and strategies aimed at accelerating Uganda’s transition to upper middle-income status.
In a June 4 communication, Head of Public Service and Secretary to Cabinet Lucy Nakyobe Mbonye directed all Cabinet ministers and ministers of state to report to NALI by 4:00 pm on Sunday.
The letter emphasized the importance of full participation in the programme as the government prepares to roll out its agenda for the new political term.
The National Leadership Institute, located in Kyankwanzi District, has traditionally served as the government’s premier centre for ideological orientation, leadership development and public service training.
Over the years, the facility has hosted ministers, Members of Parliament, senior civil servants, security personnel and local government leaders undergoing various leadership and governance programmes.
The latest retreat comes at a time when Museveni has repeatedly challenged leaders to focus on service delivery, accountability and implementation of wealth creation programmes such as the Parish Development Model (PDM) and Emyooga.
The induction is expected to culminate in a renewed commitment by ministers to deliver on government priorities under what some political observers have dubbed Museveni’s “Kisanja Hakuna Kulala” (No Sleeping on the Job) administration.
